Will a faster frequency memory of the same type run at slower frequency?

In generally, if the computer supports a slower frequency, it will clock down to a slower speed as long as it is the correct memory type (DDR, DDR2...etc). 

However, be aware that the clocking down function depends on the computer and it isn't guaranteed to work in every case.
