Why are the transfer speeds of a USB3.0 device higher when it is used without an expansion card on a USB3.0 platform?

TS-PDU3 USB 3.0 Express Card:
If an expansion card is installed on a platform, the device will have to process the data transmitted and transfer them to PCI-E/ExpressCard signals first. That's why compared with platforms that do not require expansion cards, platforms that do will have a lower data transfer rate, even though both devices are of USB3.0.
